A man accused of holding a woman captive in a makeshift cell in his Oregon rental is facing fresh charges in relation to the kidnapping and rape of another woman two months earlier. 

Negasi Zuberi allegedly kidnapped a victim, referred to as an unidentified Jane Doe in court documents, and planned to rape her on or around May 6. 

An indictment returned by a grand jury in southern Oregon’s Klamath County claims he knowingly injured the victim by using or threatening to use weapons, including a tazer and a handgun, Local 10 reports.  

He was indicted on 11 charges, including first-degree rape, sexual abuse and kidnapping, in papers filed Klamath County Circuit Court last week.

Previously, Zuberi was arrested after a woman escaped a cinderblock cell he’d held her captive in under his Oregon rental had previously ‘threatened to kill the mother of his two children.’

Zuberi, 29, fled to Reno, Nevada where he was arrested by state police a day after the woman, who has not been identified, escaped the horror prison July 15.

The fresh claims against Zuberi come in the wake of his arrest and were claimed in a protective order filed three years ago by another woman he is claimed to have children with.

In July 2020, the woman who also remained anonymous, filed a petition for a domestic violence restraining order against one of the aliases ‘Justin Kouassi.’

‘He physically attacks me, he hits me, he brakes (sic) and throws things, he screams at the kids and me… we get woken up every night from him being drunk and loud and scares us,’ the court document filed to the Contra Costa County, California and obtained by NBC read.

It remains unclear whether the order was issued or the case dropped. The document does however state that as September 2020 appearance was dropped from the court calendar.

The alleged 2020 victim also made claims that Zuberi took her phone to keep her from calling the police and took her money as a form of financial abuse.

Its been claimed her hit, restrained and beat the woman who was left with bruises from his alleged attacks.

‘He comes at night without my permission, broke my windows, trying to beat on me, threatening (sic) to kill me and my kids,’ she wrote.

‘He treat (sic) to take them away so I can be miserable without them.’

The document also claims that the two children she alleged to have had with Zuberi are ‘scared of him.’

‘My kids hide from him because he’s always loud and angry and unpredictable,’ she wrote.

‘Wakes them up all hours of the night making them cry all time.’

A neighbor speaking to the outlet in the wake of his arrest said that she ‘rarely saw his wife or children’ both who are younger than 10.

Melanie McClure said the family moved into the home earlier this year and that she tried to invite Zuberi’s wife to a ‘mom’s night out’ with other friends in April or May.

McClure said she recalls Zuberi’s wife asking him whether she can ‘at least’ bring her cellphone.

‘He told me, ‘She can go, that’s fine,’ McClure recalled. ‘But then this door’s gonna be locked, and she’ll need to figure out where she’s gonna stay tonight.’

After pushing back, McClure said Zuberi agreed to let his wife have her phone and said he’d leave the door unlocked.

Zuberi is claimed to have displayed disturbing and possessive behavior, according to McClure who recalled him showing up at the restaurant and watching his wife for roughly 30 minutes without saying a word.

‘He controlled her and her life,’ McClure said, adding that she pushed Zuberi’s wife to seek help.

McClure told NBC that she believed officers would likely be called to the home, rented out by Klamath Falls mayor Carol Westfall, for an incident involving his wife but was shocked to hear what had happened.

‘To think you could get away with something that crazy, it’s baffling,’ she said.

Zuberi kidnapped a woman in Seattle under the guise that he was an undercover cop.

The woman was kidnapped July 15 just after midnight, sexually assaulted and driven more than seven hours away, according to a criminal complaint. 

Hidden in the makeshift cell, the woman slept and awoke with the realization she would likely die if she didn’t attempt to escape. She broke down the door leaving her hands bloodied.

FBI released eerie photos of the tiny quarters in which he’d held her captive.

‘She beat the door with her hands until they were bloody in order to break free,’ Klamath Police Captain Rob Reynolds said at a press conference Wednesday.

‘Her quick-thinking and will to survive may have saved other women from a similar nightmare.’

Investigators said that when they searched Zuberi’s home and garage, they found the makeshift cell, the woman’s purse and handwritten notes

On July 15, Zuberi allegedly traveled from his Klamath Falls rental to Seattle where he solicited the woman for prostitution along Aurora Ave – a known area for prostitution, according to court documents.

The woman told cops that Zuberi told her he was an undercover cop before he showed her a badge.

He pointed a stun gun at her placed her in the backseat of his car after he’d handcuffed and put leg irons on her.

Zuberi drove more than seven hours to his home in Klamatha Falls only to stop when he ‘pulled his vehicle over and forced [the victim] to perform both oral and vaginal sex.’

The affidavit said that ‘Zuberi attempted to have anal sex with the [victim] but stopped after [the victim] pleaded for him not to do it.’

When they arrived, Zuberi put his captor into the cell – he said he was leaving to do paperwork.

The woman ‘briefly slept and awoke to the realization that she would likely die if she did not attempt to escape,’ according to the arrest affidavit.

She started punching the metal door and broke some of its welded joints, creating a small opening which she climbed through.

The victim saw Zuberi’s vehicle parked in the garage, opened it, grabbed his gun and then took off.

According to the complaint, investigators interviewed Zuberi’s wife and neighbors.

They would not say if there was any indication that any of them had been aware of the Seattle woman’s abduction.

When Zuberi was arrested by Nevada State Patrol officers in a Walmart parking lot the day after he fled, he was with his wife and at least one of his children. It remains unclear how many children he has.

When he was approached by the officers, he refused to exit his car, started cutting himself with a sharp object and tried to destroy his phone.

She left behind blood on a wooden fence that she’d climbed over to escape, before flagging down a passing driver, who called 911.

Investigators said that when they searched Zuberi’s home and garage, they found the makeshift cell, the woman’s purse and handwritten notes.

One of the notes was titled ‘Operation Take Over,’ and included a bullet point list with entries that read ‘Leave phone at home’ and ‘Make sure they don’t have a bunch of ppl (sic) in their life. You don’t want any type of investigation.’

The FBI is now probing whether Zuberi may have had any other victims.

They are also investigating whether he may have used other methods of gaining control of women, including drugging their drinks. The agency said it was setting up a website asking anyone who believes they may have been a victim to come forward.

According to the FBI, Zuberi has lived in multiple states since 2016, possibly including California, Washington, Oregon, Colorado, Utah, Florida, New York, New Jersey, Alabama, and Nevada.

He’s also been linked to at least four violent sexual assaults in four other states. He went by a number of different names including Justin Joshua Hyche, Sakima Zuberi and Justin Kouassi.

The Klamath Falls rental home where Zuberi allegedly took the woman is owned by the city’s mayor, Carol Westfall, and her husband, Kevin, according to property records.

The house backs onto a park and is on a residential street, less than a quarter-mile from a highway.

Court records show that after Zuberi’s arrest, the couple had him evicted.

‘We are shocked and dismayed by what has occurred,’ the Westfalls said in an email to DailyMail.com.

‘We applaud the actions of the woman who helped capture this person and prevent him from committing further atrocities.’

The Westfalls also praised local, state and federal law enforcement for their work on the case. They declined to respond to queries about their interactions with Zuberi.

Last month it was revealed Zuberi appeared on Judge Judy using an alias where his ex was ordered to pay him $2,500 for hurling a glass bottle at him.

Appearing on the show, Zuberi used the alias Justin Hythe, one of many listed by the FBI during a press conference on Wednesday.

The episode referenced him moving from California to New York, two of the places the FBI said Zuberi, 29, lived in over the past decade. 

On the Judge Judy episode, Zuberi sued the mother of his children, Alycia Westfall for throwing a glass bottle at him as well as damaging his suits with bleach.

At the time of the episode, which originally aired in September 2018, the two had been living separately and sharing custody of their sons.

Westfall countersued Zuberi for smashing her cell phone and filing a ‘false restraining order.’

The episode ended with Judge Judy ordering Westfall to pay Zuberi $2,500 in damages.
